Key Provisions of the New Regulation

Restrictions on Single-Use Plastic Packaging
One of the most notable changes in the regulation is the restriction of single-use plastic packaging in several sectors. The new rules ban the use of plastic packaging for:
- Pre-packed fruit and vegetables under 1.5 kg.
- Food and beverages consumed in hotels, bars, and restaurants.
- Individual condiment portions (e.g., sugar, milk creamers, sauces) in hospitality settings.
- Small, single-use toiletry products (e.g., shampoo and lotion bottles) in hotels.
- Very lightweight plastic bags, such as those used for bulk groceries at markets.
These changes are designed to significantly reduce plastic waste and encourage businesses and consumers to adopt more sustainable alternatives.
Re-Use Targets and Refill Obligations
The PPWR also prioritizes reuse and refill systems to further reduce waste. The regulation establishes binding re-use targets for 2030 and indicative targets for 2040:
- 40% of transport and sales packaging must be reusable by 2030.
- 10% of grouped packaging must be reusable by 2030.
Additionally, businesses in the food and beverage industry must:
- Allow customers to bring their own containers for take-away orders, at no additional charge.
- Offer reusable alternatives to single-use packaging where feasible.
These measures are expected to encourage a shift towards a circular economy, where materials are reused rather than discarded after a single use.
Implementation and Next Steps
The formal adoption of the PPWR by the EU Council marks a significant milestone. The regulation will now be:
- Published in the EU’s Official Journal.
- Implemented 18 months after its entry into force.

Background and the Need for Change
Although recycling rates in the EU have improved over the years, the amount of waste generated from packaging continues to grow faster than the amount recycled. In 2022:
- The EU produced nearly 186.5 kg of packaging waste per person.
- 36 kg of this was plastic packaging waste.
- This equates to half a kilogram of packaging waste per person per day.
The previous EU Packaging and Packaging Waste Directive, first adopted in 1994 and revised multiple times, failed to adequately reduce the environmental impact of packaging waste. Recognizing this gap, the European Commission proposed a new regulation in November 2022 to modernize packaging laws and drive sustainability across the entire lifecycle of packaging materials.
Following negotiations, the European Parliament and the Council reached a provisional agreement on March 4, 2024. With formal adoption complete, the new regulation is set to shape the future of packaging in the EU for years to come.
